That's been asked before and answer unfortunately is no.
There is a blueprint for the question that usually follows this one, as in
a way regulate IO per image:
http://wiki.ceph.com/Planning/Blueprints/Giant/Add_QoS_capacity_to_librbd

So I'd assume this would likely expose counters that hold the information
you're after.

If you're using libvirt, using virt-top should make really busy VMs stand
out pretty quickly. 

I'm using ganeti, so I'd _really_ love to have what you're asking for
implemented in Ceph.
