Could you try and send the output of ceph-disk -v prepare /dev/sdc as well as the udev debug output when you try that ? Maybe it's related to the fact that blkid does not have ID_PART_ENTRY_ (could it be that the root cause it that udev itself does not support it or partially supports it) ?
