Proxy support is tricky with ceph-deploy. My suggestion in proxy environments is to have a mirror of the repository you need and then point ceph-deploy in that direction. With the cephdeploy.conf file you can define custom repos so you don't need to be passing lots of flags around if you are using a custom mirror.
