In this case the starting and stopping is handled by upstart, see /etc/init

The init script in init.d indeed reads the ceph.conf file.

Should have added, the cluster is Debian based, so doesn't have upstart.


Ah, indeed. I haven't used ceph-deploy on Debian, so I don't know how it behaves in that case.

I don't mind adding the OSDs manually.  IIRC I can do this on the admin
node, then put that out to the cluster, instead of editing each nodes
ceph.conf, right?


Correct, with the --overwrite-conf flag you can do so.
