You should try this:

$ start ceph-osd id=6

In this case the starting and stopping is handled by upstart, see /etc/init

The init script in init.d indeed reads the ceph.conf file.

If that doesn't start the OSD, check the logs to find out why it isn't starting.

It's true, they're not defined, but neither are the other 6 OSDs.  Here
is ceph.conf:-

fsid = 6c0cbf2a-8b30-4b03-b4f5-6d56386b1c14
mon_initial_members = ceph-1,ceph-3
mon_host = 10.11.4.52
auth_supported = cephx
osd_journal_size = 1024
filestore_xattr_use_omap = true
