Okay, ignore this.  I just can't read.  the path is clearly supposed to me:

deb http://gitbuilder.ceph.com/ceph-deb-precise-x86_64-basic/ref/bobtail precise main

my apologies.  Not sure why I got that so wrong.

based on the docs [1] I tried this:

deb http://gitbuilder.ceph.com/ceph-deb-main-x86_64/ref/bobtail precise main

But that was not found.
