installing py3 compatible cephfs and rados bindings on ubuntu and centos

Hi,

I have raised a PR[1] to make ceph-volume-client.py python3
compatible. The test passes locally/on my machine, but it fails on
pulpito and while testing on the container created by
ceph-debug-docker.sh script.

The fix for container was introduced here[2]. I look forward to get
the PR's test passing on pulpito. For that, I would have to get
ceph-volume-client.py and python 3 compatible versions cephfs and
rados binding installed correctly on Ubuntu's Xenial and Bionic and
CentOS 7 (are there more?). Since I am not aware of how this works, I
must ask how should I proceed.

An issue for this is created on tracker - http://tracker.ceph.com/issues/24920.
