Mimic freeze

The time has come to freeze mimic.  Component leads have final discretion 
over what gets merged, but the focus at this point should be on bug fixes, 
tests, and getting the test suites consistently green.

The first goal is to get an initial rc out in the next few days (13.1.0).  
Leads should be focusing on any blockers for this (e.g., upgrade test 
failures).

The goal is to get the first 13.2.0 mimic release out in the last couple 
weeks of May.

The next major release, Nautilus, will be due out 9 months later (Feb 
2019).
