ceph-detect-init (migration status: ?)

The only thing that uses ceph-detect-init is ceph-disk I believe, so
it should be removed by the N release along
with ceph-disk

ceph-disk (migration status: ?, deprecated, will be removed in Nautilus)
Python scripts needed for "make check" (migration in progress)
Python scripts needed for QA/teuthology (migration status: ?)
Other Python scripts (not packaged)

Much of this was covered by a couple of google summer of code students
in 2016:

https://gist.github.com/oprypin/82dc8b81e4e94bdb4ee3d3ec436faa53#file-gsoc-2016-md
https://gist.github.com/onyb/e5c282d3368631f5d46d62b37bc0ef0d

I'm sure there are some new scripts since then, so another pass will
be needed.

The largest remaining bit was teuthology and qa/tasks, which
were started but not merged:

https://github.com/ceph/ceph-qa-suite/pull/1129
https://github.com/ceph/teuthology/pull/931

Several of the ported pieces lack upstream testing - e.g. /usr/bin/ceph.
It would be nice to run some of those, perhaps by substituting python 3
into the #! line in the script during some portions of the rados suite.
