decluttering redmine issue fields

Anyone have comment or object to:

(1) Making "Release" a backport only field where it's used to classify
a backport's target.

(2) Delete "User Impact".

(3) Delete "Use Doc". Only used by 16 issues [1]. I don't think anyone
actually intends to set this deliberately let alone uses it.

(4) Turning "Backport" to a list of checkboxes with the currently
alive releases.
