use dmclock for ceph rgw QoS

Hi :
    My idea is like this. Because I don't need the QoS to be very
accurate. So I can write some script in load balancer layer, to add
ρi and δi value in the request header, and then pass it to rgw
backend. So I think I can add QoS on  both  the IOPS and bitrate based
on user access key. This maybe not the best way, but is a simple way.
Does anyone has a better idea ?
