I have no problem accessing that URL. Try it in a browser from a different location and you should get back a list of URLs. Can you access other internet locations from this server? Once you have the connections working you might want to read http://wiki.centos.org/Manuals/ReleaseNotes/CentOS5.3 if you haven't already.
