I've used `xm create ${config_file}` many, many times.  It'll work :)

$ sudo /usr/sbin/xm list
Name                                      ID Mem(MiB) VCPUs State

Mail_Services                           2      511     1 -b----   1989.9

$ sudo /usr/sbin/xm shutdown Web_Services

$ sudo /usr/sbin/xm list

$ sudo /usr/sbin/xm create /etc/xen/Web_Services
