All times in unix styles systems should be in UTC/GMT. Timezone is just used for displaying the local time. Applications should always use UTC/GMT internally, like database system transaction logs etc. Changing timezone should be transparent and should not affect the system at all.

That is the way it is supposed to be anyway :)
