If that is all your users will have to do on the server, I recommend
using proftpd with virtual users.
Each uses will have its own password (and you can get logs for them), but all
files will end up with the uid:gid you want. The same for everyone, actually.
This is also a good way to make sure the users will not be able to use
their passwords to do anything else on the server.
