No, I don't think so.  I think a better characterization would be:

Rawhide is a development (beta?) release.  Fedora is a stable release.  CentOS Stream is a stable LTS release.  RHEL is a stable LTS release with semantic versioning of the distribution as a whole (and point releases which are themselves branches of the main release).
