Dovecot builds an index but rebuilds it any time it thinks something else has modified the mailbox. Since Cyrus uses it's own oddball format and delivery agent, it can get away with expecting the index to always be correct. Dovecot also has the option to use maildir format which is more efficient for imap operations that have to make changes.
