[Centos] A Problem : Can NOT install APT or Synaptic for v4.0

yum should be able to install them ... they are now extras and not part
of the main distro.  This is due to lack of support for multi-arch
libraries that are required (or possible) on all our CentOS-4 releases
except i386.

I just did a:

yum install apt synaptic

and it worked

You will need to pick a mirror and update the /etc/apt/sources.list
file ... here is what I have in mine (everything else is remarked out):

rpm http://mirror.centos.org centos/4/apt/i386 os updates extras addons
