kvm-common qemu-kvm-ev is rebuilt from RHV's SRPMS with a re-branding patch, see https://gerrit.ovirt.org/80989

Yes, we are waiting CentOS 7.4.1708 to be available on build systems for building latest available qemu-kvm-ev (currently failing: http://cbs.centos.org/koji/buildinfo?buildID=19374 )
I am not sure of the answer to your question (the SIG chairman might be
able to answer the policy question) .. However
We will be moving to 7.4 soon(ish), at which time the older tree (centos
7.3.1611) moves into vault .. and the 'qemu-kvm-rhev-2.9.0 el7_4' branch
will likely start being built.
