I am not sure of the answer to your question (the SIG chairman might be able to answer the policy question) .. However We will be moving to 7.4 soon(ish), at which time the older tree (centos 7.3.1611) moves into vault .. and the 'qemu-kvm-rhev-2.9.0 el7_4' branch will likely start being built.
