Actually, I even thought about creating that directory and putting the
.png file to satisfy the dependency :-D

I think that the easiest method is to have the translators do the sed
files only.  I believe that, as far as the sed files are correct,
rendering can be done by anyone (whether those sed files can be
displayed in a web browser is not relevant).

Of course, if the translator wants to see the rendered images before
committing them, they need to do it locally.  But this should not be
made a mandatory step for the translators IMHO.
