Moving the lf_carrier mailing list (decision required)

Hello:

We are currently in the process of shutting down the mailman-2 system that is
hosting the lists.linuxfoundation.org domains. It seems that this list is
still active, but conversations on it are very sporadic, so I wanted to
double-check if we should consider migrating the list or sunsetting it
altogether.

If you would like to preserve this list, there are two options I can
recommend:

1. Migrate the list to lists.linux.dev. The new address would be
   lf-carrier@xxxxxxxxxxxxxxx, but the old address would continue to work. The
   lists.linux.dev platform is very different from mailman-2, with no
   management interfaces for the lists. Basically, all requests for list
   changes have to go through the LF helpdesk and all subscription must be
   done by emailing a special list email address.

2. Create a new list at groups.linuxfoundation.org. The new list address would
   be lf_carrier@xxxxxxxxxxxxxxxxxxxxxxxxxx and the old address will NOT be
   preserved. Since this is a low-volume list, this is a viable option, and
   the list management interface on groups.linuxfoundation.org would be much
   more similar to what was available with mailman-2.

We would like to shut down the mailman-2 system by the end of the month, so
we'll need to decide the fate of this list in the next couple of weeks.
