Doesn't do everything, but clearly a nice base for AVL.4.3:

"To avoid encountering a true out-of-memory (OOM) condition in the Linux 
kernel, a userspace facility should be provided to monitor memory usage 
  and take action based on a configurable low-memory threshold. This 
threshold would be set to predict an OOM condition before it becomes
critical. The threshold would apply to both physical memory and swap area."

Doesn't do the AVL.4.4 remote notification but would trigger that to happen.
