CGL4.0 registration

Quick Q,

Is the registration process for CGL4.0 is similar to the previous 3.2
release?

Any plans to have a qualification process that will verify that whoever
is registered is indeed qualified to be tagged as CGL4.0 compliant?

Can you please point me to the registration process document?
