Some good news,

After talking showing the problem to Marcel Holtmann, he pointed out
that there was some bug with some devices that did not reset there
connections after reboot. He solved this with the newest kernel but for
now I had to use a workaround like the below:

cat /etc/modprobe.conf
options hci_usb reset=1

Hope this also helps some other people.
