Vision for National Conservation Lands in California

In California, BLM manages seven National Monuments, and one National Conservation Area (NCA). California is also home to one Forest Reserve, an Outstanding Natural Area, eight Wild and Scenic Rivers, three National Historic Trails, and one National Scenic Trail. BLM California also manages 85 Wilderness Areas, and 67 Wilderness Study Areas. Managers recently met to discuss a vision for the National Conservation Lands in California moving forward. BLM, Forest Service Announce new Manager for Berryessa Snow Mountain National Monument

The Bureau of Land Management and U.S. Forest Service have announced that Rebecca Carr Wong has been selected as the first manager of the Berryessa Snow Mountain National Monument. Shasta County supervisors dedicate bridge to Korean War Veterans

Korean War Veterans were honored Tuesday when the Shasta County Board of Supervisors dedicated a bridge in their honor. On Wednesday the county will rename the 250-foot bridge on Clear Creek Road as the Shasta County Korean War Veterans Memorial Bridge at a ceremony open to the public. Korean War Veteran Joe Cosca, 83, understands the bridge between the city of Redding and the Northern California Veterans Cemetery will stand as a powerful testament to those who served in that war. Preschoolers visit the San Joaquin River Gorge!

BLM Proposes Recreation Improvements at the Headwaters Forest Reserve

The Bureau of Land Management is seeking public comments on proposed development of a new hiking trail and parking area improvements near the Elk River Trail in the Headwaters Forest Reserve near Eureka. The BLM Arcata Field Office is proposing a new, seasonally-available, one-and-a-half-mile hiking trail along the south side of the South Fork Elk River.  The new trail would parallel and connect with the existing Elk River Trail, providing new loop hiking and trail running opportunities.  It would include interpretive signs.  The new trail would be closed to dogs and bicycles, but the main Elk River Trail would remain open to those uses. Fire Restrictions Lifted by Bishop Field Office, Inyo National Forest

The Bishop Field Office of the Bureau of Land Management and the Inyo National Forest announce that fire restrictions put into place for the Eastern Sierra this summer have been lifted. Recent rain and snow, combined with increased humidity, shorter days, and cooler night time temperatures have prompted the land management agencies to lift the fire restrictions put into place earlier this summer. Taro Pusina, Interagency Fire Management Officer for the Bishop Field Office and Inyo National Forest, urges the public to keep fire safety in mind to avoid resource and property damage. The Federal Land Policy and Management Act (FLPMA) of 1976 set a radical new course for the management of our nation’s shared lands. Reversing more than 160 years of practice that focused on transferring federal land to homesteaders and developers, the president and Congress decided to keep vast areas in common ownership for the benefit of all Americans. This law is the essential guide that the Bureau of Land Management uses as it cares for more than 10 percent of the nation’s land. New Rangeland Fire Science Plan Essential for Sage-Grouse, Sagebrush Conservation and Restoration

U.S. Department of the Interior released a new science plan that will serve as an action-oriented blueprint for acquiring information needed to make science-based decisions to restore and conserve the imperiled ‘sagebrush sea,’ a roughly 500,000-square-mile-area of sagebrush steppe habitat across western North America. The science plan identifies 37 priority science needs that address knowledge gaps in five topic areas: fire, invasive plants, restoration, sagebrush and greater sage-grouse, and climate and weather. Secretary Jewell, Director Jarvis Announce 10 New National Historic Landmarks Illustrating America’s Diverse History, Culture

Secretary of the Interior Sally Jewell and National Park Service Director Jonathan B. Jarvis announced the designation of 10 new national historic landmarks, including properties that honor LGBT and civil rights history. The designation recognizes the properties as places that possess exceptional value and quality in illustrating or interpreting the heritage of the United States. The National Historic Landmarks Program recognizes historic properties of exceptional value to the nation and promotes the preservation efforts of federal, state and local agencies and Native American tribes, as well as those of private organizations and individuals. Interior Department Releases 2016 Status Report for Land Buy-Back Program, Will Consult with Indian Country on Program Extension

The U.S. Department of the Interior released the 2016 Status Report for the Land Buy-Back Program for Tribal Nations (Buy-Back Program), which highlights the steps taken to date to strengthen tribal sovereignty, consolidate fractional interests, and provide new opportunities to Native American communities. Since the Program began making offers in December 2013, approximately $900 million has been paid to landowners for their fractional interests, and the equivalent of nearly 1.7 million acres has been restored to tribal governments. Tribal ownership is now greater than 50 percent in approximately 11,000 tracts which total nearly 1.8 million acres. Bundy Brothers Acquitted in Takeover of Oregon Wildlife Refuge

The New York Times, October 27, 2016
Armed antigovernment protesters led by Ammon and Ryan Bundy were acquitted Thursday of federal conspiracy and weapons charges stemming from the takeover of a federally owned wildlife sanctuary in Oregon last winter. The surprise acquittals of all seven defendants in Federal District Court were a blow to government prosecutors, who had argued that the Bundys and five of their followers used force and threats of violence to occupy the reserve. But the jury appeared swayed by the defendants’ contention that they were protesting government overreach and posed no threat to the public. BLM Leases 41,000 Acres for Geothermal Energy Development

The Bureau of Land Management held a successful competitive geothermal lease sale in Sacramento on October 26, leasing 41,203.73 acres, helping to meet the nation’s renewable energy goals. The total area leased was comprised of 18 parcels, 4 in Utah and 14 in Nevada and generated $168,592.50 in revenue. The high sale bid on 13 of the parcels was $2 per acre, and one parcel at $2.50 per acre. The parcels were sold to Ormat Nevada Inc., Blue Mountain Research & Development, LLC and Intermountain Renewable Power, LLC. Interior Initiates Process to Protect Important Lands Near Joshua Tree National Park

U.S. Deputy Secretary of the Interior Michael L. Connor approved the first step in an effort to transfer public lands managed by the Bureau of Land Management in Riverside County to the National Park Service. The proposed transfer would involve lands that were part of the Joshua Tree National Monument when it was originally designated in 1936. This transfer would provide contiguous management of important lands and resources in the Eagle Mountain area next to Joshua Tree National Park. UPCOMING EVENTS

Now - November 15: Construction Work Planned at Rice Canyon OHV Area 

A project to improve off-highway vehicle recreation opportunities is set to begin Wednesday, October 19 and continue through November 15 at the Rice Canyon Off-Highway Vehicle Recreation Area east of Susanville. Heavy equipment will be used, and visitors are asked to use caution when in the area. The Bureau of Land Management said additional work including trail maintenance will be ongoing throughout November. The project is funded by a June grant from the California Department of Parks and Recreation Off-Highway Motor Vehicle Recreation Division that provides for improvements at the 105-acre area 10 miles northeast of Susanville in Lassen County. November 5 and 12: Volunteers Needed for Bald Mountain Trail Construction

Volunteers are welcome to help the Bureau of Land Management build new recreational trails on Bald Mountain east of Janesville, in volunteer work days set for Saturdays, November 5 and 12.  The trails are planned for use by horseback riders, hikers and mountain bikers. Anyone interested in helping should meet at 8:30 a.m. at the junction of Lassen County Road A-3 and Sunnyside Road near Standish.  The work days are scheduled to run until 4:30 p.m., but volunteers are also welcome to work only part of the day. December 1: Cache Creek Wilderness Field Trip

Lower Lake Elementary School students from 4th grade and 5th grade classes will travel by bus to the Redbud Trailhead at the Northern border of the Cache Creek Wilderness.  BLM staff and Tuleyome staff and volunteers will lead an interpretive hike into the Wilderness area.  Participants will learn about fire recovery biology in an area burned in the Summer of 2015 Rocky fire, as well as archaeology, hydrology, geology, and recreation resources in the area. Now - January 3: BLM Seeks Public Comment on Proposed Fort Ord Supplementary Rules

The Bureau of Land Management is asking for public comment on language clarification for the proposed supplementary rules for the Fort Ord National Monument Dog Management Plan. Comments will be accepted until January 3, 2017. The rules designate areas of the monument where off-leash opportunities exist for dogs and areas where leash requirements are in place.
