FEDERAL LAND POLICY AND MANAGEMENT ACT 40TH ANNIVERSARY
	
These are your lands, America! Celebrate 40 years of enjoying your public lands.

The Bureau of Land Management was established in 1946, but its roots go back to the years after America’s independence, when the young nation began acquiring additional lands.  At first, these lands were used to encourage homesteading and westward migration.  The General Land Office was created in 1812 to support this national goal. Over time, values and attitudes regarding public lands shifted, and Congress merged the GLO and another agency, the U.S. Grazing Service, creating the BLM. The BLM manages public lands and subsurface estate under its jurisdiction under the Federal Land Policy and Management Act or FLPMA, passed in 1976.  Despite the rapidly changing environment in which we work, the BLM remains committed to its core mission mandated by FLPMA – a careful balancing of multiple use and sustained yield. Bureau of Land Management’s Modern Mission Turns 40

The year 1976 saw not only the bicentennial of the United States but also the birth of the law that brought the phrase “this land is your land” to life. The Federal Land Policy and Management Act (FLPMA), signed by President Gerald Ford on Oct. 21, 1976, was the spark that ignited change in the way the Bureau of Land Management—the federal agency that oversees more public land than any other—would manage all 247 million acres of our vast commons.  The act, a product of the bipartisan Public Land Law Review Commission established by Congress in 1964, was debated in three Congresses before becoming law. Ribbon Cutting and FLPMA Celebration at the Redding Field Office

Thank you to everyone who joined our Redding Field Office during open house to celebrate the Federal Land Policy and Management Act’s (FLPMA) 40th Anniversary and your public lands! Events were happening across the nation in honor of this landmark legislation. California has a particularly unique connection to FLPMA. The law amended the 1970 law that established the King Range National Conservation Area (NCA) along California’s dramatic north coast. The Douglas fir-covered peaks of the NCA attract hikers, hunters, and campers, while the coast beckons to surfers, anglers, and beachcombers. This incredibly unique area is the nation’s first NCA, a forerunner of the National Conservation Lands that today make up about 32 million acres of BLM-managed land across the country. FLPMA Celebration in California Desert District

Thank you to all who helped us celebrate the 40th Anniversary the Federal Land Policy and Management Act (FLPMA) and your public lands at the Santa Rosa and San Jacinto Mountains National Monument Visitors Center in Palm Desert, California. FLPMA holds special significance for areas in the California desert because the law directly established the California Desert Conservation Area, more than 10 million acres of public land in the Mojave and Sonoran Deserts. Cyclists Enjoy Fall Colors on Bizz Johnson Trail

Spectacular fall colors and a dramatic river canyon greeted mountain bikers from across northern California and southern Oregon, when the BLM Eagle Lake Field Office hosted its annual fall colors bike ride on Saturday, October 22. BLM, City Help Seniors Enjoy Fall Color Display

Fall colors are at their peak along the Bizz Johnson National Recreation Trail near Susanville, and the BLM Eagle Lake Field Office this week continued a tradition of providing scenic tours for residents of local skilled nursing facilities.The field office partners every year with the City of Susanville which provides golf carts from the municipal golf course for the tour.  The seniors are treated to a seven-mile trip through the Susan River Canyon, crossing the river several times on historic railroad bridges and passing through two railroad tunnels. Bird Identification at San Joaquin River Gorge

Several bird enthusiasts (including participants from both Los Angeles and Denver) met Saturday morning at BLM’s San Joaquin River Gorge – Special Recreation Management Area in Auberry, California for a beginning birding class. The class was offered in partnership with Fresno Audubon and the Sierra Foothill Conservancy. It has been a wonderful collaboration in which participants learn how to identify both fall migratory birds as well as year-round resident birds of the Gorge. 14 birds were identified within a ¼ mile walk. Fall in Dynamo Pond 

Dynamo Pond was home to the first hydroelectric power plant in the Eastern Sierra, which supplied power for the mining camp at Bodie, now California’s most famous ghost town. Built in 1892, it was the first test of the theory that electricity could be transmitted over a distance-- until then power was always generated on-site. The hydroelectric power was successfully carried across wires for 13 miles to Bodie proving the theory. They installed the power lines in a straight line, as at the time it was feared the electricity would not be able to turn corners! Latino Outdoors and Generation Green explore Cronan Ranch  

Local youth learned Leave No Trace Center for Outdoor Ethics principles while exploring Cronan Ranch Trail with Latino Outdoors and Generation Green today. The Cronan Ranch Regional Trails Park is located in Pilot Hill, California. The Park contains 12 miles of trails for hiking, biking, horseback riding, fishing, bird watching and other passive recreation. The Park is open daily from sunrise to sunset year round. There is a wide variety of terrain to choose from, including gently sloped to challenging hills, oak woodland and gentle riverfront trails. Each season offers a diverse experience. El Mirage Mad Hatter Safe-“TEA” Party

Visitors encountered the magical world of Alice in Wonderland this past Saturday as they arrived at the El Mirage Off-Highway Vehicle (OHV) Area.  The Mad Hatter and his whimsical friends were on hand inviting guests to a SAFE-“TEA” Party hosted by the BLM Barstow Field Office and Friends of Desert Discovery Center. (News.Bytes Story)

2016 Rebelle Rally

The Rebelle Rally is the first women’s off-road navigation rally raid in the United States. Travel Notice: BLM will Require Overnight Wilderness Reservation in King Range 

The Bureau of Land Management will require permits by reservation for overnight use in the King Range Wilderness and Backcountry Management Zone of the King Range National Conservation Area beginning January 9, 2017. The requirement will not affect day-use visitors or campgrounds outside the wilderness or backcountry areas. Starting January 9, 2017, King Range visitors can go to Recreation.gov to book overnight permits. (BLM News Release)

Yuki Wilderness Event a Great Success

In celebration of the 10th Anniversary of the Northern California Coastal Wild Heritage Wilderness Act, Wilderness enthusiasts, Eel River Recovery Project volunteers, Mendocino National Forest Service Engine Crew members and the Bureau of Land Management Arcata Field Office worked together Saturday to cut brush and develop a fuel break between the Yuki Wilderness and the Barnes Ranch. Using hand tools, teamwork, intelligence and sometimes brute strength, volunteers worked for most of the day in thick manzanita and brush, making significant progress in removing heavy fuel loads. California North-Central Coast & Russian River Watershed

The California North-Central Coast and Russian River Watershed Resilient lands and Waters site brings together 3,295 square miles of coast and ocean and 1,485 square miles of the Russian River watershed. Within this area, multiple federal, state, county, city and local governments, as well as universities, non-profit organizations and private landowners are working to understand the impacts of climate change on this region. California Central Coast Veterans Cemetery Opens Near Fort Ord National Monument

On October 11, 2016 the Bureau of Land Management (BLM) joined the local community in celebrating the opening of the California Central Coast Veterans Cemetery along the edge of the Fort Ord National Monument.  Around 600 veterans and their families, citizens and local leaders gathered on the 78 acre site surrounded by twisted and gnarled oaks to celebrate the grand opening.  The celebration marked the culmination of a twenty year effort by local Army veterans to establish a cemetery on their former post. Route 66 Celebration

The BLM Barstow Field Office, Desert Discovery Center and California Historic Route 66 Association teamed up on Saturday, October 15, with hundreds of car and bike enthusiasts and community members for the 2nd Annual Barstow Route 66 Car Show and Festival to celebrate the 90th Anniversary of Route 66, dedicated in November 1926. Secretary Jewell Announces Great Thicket National Wildlife Refuge

Following an extensive public process, and with overwhelming public support, the U.S. Fish and Wildlife Service has finalized the creation of Great Thicket National Wildlife Refuge, dedicated to conserving and managing shrubland and young forests for wildlife in New England and eastern New York. The approval of the refuge marks a key step, enabling the Service to now work with willing and interested landowners to acquire land. BLM Completes Comprehensive Update of Its Oil and Gas Measurement Rules

The Bureau of Land Management announced the finalization of three rules designed to ensure the accurate measurement, proper reporting, and accurate record keeping of oil and gas produced from Federal and Indian leases in order to ensure that the royalties due are paid. “The conclusion of this rulemaking effort is a significant milestone in the BLM’s effort to modernize its oil and gas program,” said Janice Schneider, Assistant Secretary for Land and Minerals Management. “The updates made by these rules create a durable framework for the future that will support the responsible development and management of the nation’s oil and gas resources and ensure that both the American public and tribes receive a fair return for these resources.” (BLM News Release) http://www.elabs10.com/ct.html?ufl=0&rtr=on&s=x8pbwi,2nub6,3xn3,dmgg,6ypb,1bct,ijo3

Secretary Jewell, Google Announce Donation to Connect Kids to National Parks

U.S. Secretary of the Interior Sally Jewell joined Google Executive Eric Young to announce Google’s $165,000 donation to the National Park Foundation’s Open OutDoors for Kids program. The donation to the National Park Foundation (NPF) – the official nonprofit partner of the National Park Service – helps support the Every Kid in a Park initiative and will fund transportation grants for approximately 1,700 underserved children to visit national parks and participate in multi-day environmental education programs. Secretary Jewell Issues Secretarial Order to Encourage Tribal Role in Managing Interior Lands with Native American Connections

U.S. Secretary of the Interior Sally Jewell announced a Secretarial Order encouraging cooperative management opportunities between the Department’s land and water managers and federally-recognized tribes. The Secretarial Order  sets out a framework to ensure that Native communities have the opportunity to assume meaningful and substantive roles in managing public lands that have special geographical, historical and cultural connections to the tribes. “I never know what to say when people ask me about growing up in Kotzebue, Alaska. It’s one of those experiences that is hard to explain, but it helped shape who I am today. Kotzebue was small-town-life, with a Native twist. I grew up running around with my brother and making mud pies, but I also had to learn to hang fish and make seal oil. Construction using heavy equipment is scheduled to run Oct. 17-30 at the Rice Canyon Off-Highway Vehicle Area near Susanville. Construction Work Planned at Rice Canyon OHV Area 

 A project to improve off-highway vehicle recreation opportunities is set to begin Wednesday, Oct. 19 and continue through Nov. 15 at the Rice Canyon Off-Highway Vehicle Recreation Area east of Susanville. Heavy equipment will be used, and visitors are asked to use caution when in the area. The Bureau of Land Management said additional work including trail maintenance will be ongoing throughout November. The project is funded by a June grant from the California Department of Parks and Recreation Off-Highway Motor Vehicle Recreation Division that provides for improvements at the 105-acre area 10 miles northeast of Susanville in Lassen County.
