So if you're running pulse, you can make definitions in .config/pulse/default.pa. If you're running alsa, I think you need to make your definitions in /etc/modules-load.d, where you can make a configuration file that lists hardware ID's and modules in the order you want them.
The way you can have mpv use the pulse definitions is something like
audio-device=pulse/alsa_output.pci-0000_00_1b.0.analog-stereo
in ~/.config/mpv/mpv.conf.

You see how it doesn't use /dev/hw:whatever? This way, it doesn't matter the order the cards come in, it uses the actual sink name instead of the hardware name.
