Is some way to tell the UEFI about latest os and when restarting, it will restart to lastly used system?

You can achieve this with GRUB, which can boot both Linux (whichever distribution is installed) and other operating systems, including Microsoft's.

To set which system to boot, try the grub-set-default command. In Fedora, this has been renamed to grub2-set-efault.
