I do not know.
Just after a modprobe, look at the output of dmesg at the end.
Maybe you see something there.

Try to modprobe it by hand.
modprobe -v snd-cs46xx
Then try the aplay command again.
You should also be able to run amixer controls at this point.
You can do a lsmod|grep snd-cs46xx to see if it has loaded.
What you do next would depend on the output of the above.
Just do a uname -r to make sure that the running kernel is infact 4.4.0-36-generic

It gave a list of 257 modules including

Allow me to repeat that lspci shows my card but aplay -l says no soundcards.
This seems crucial to me, but I'm not sure why.
Alsa is just not seeing the card for some reason.

I checked on my upgraded ubuntu 16.04 and the module is there.
Try and install the linux-image-extra-version where version is your kernel version.
I.E. at a terminal, do
sudo apt-get install linux-image-extra-`uname -r`
After that, the easiest is to restart, but you can try to modprobe the module in stead.
