I have a Debian 8.8 Jessie system (debian stable).  speakup modules are in:
/lib/modules/3.16.0-4-amd64/kernel/drivers/staging/speakup
/lib/modules/3.2.0-3-amd64/kernel/drivers/staging/speakup

Those are the only kernels on my system.

The 3.16 kernel has:
speakup_acntsa.ko
speakup_apollo.ko
speakup_audptr.ko
speakup_bns.ko
speakup_decext.ko
speakup_dectlk.ko
speakup_dummy.ko
speakup.ko
speakup_ltlk.ko
speakup_soft.ko
speakup_spkout.ko
speakup_txprt.ko

the 3.2 kernel has additional drivers:
speakup_acntpc.ko
speakup_dtlk.ko
speakup_keypc.ko

Looking at /boot/config-3.16.0-4-amd64 and /boot/config-3.2.0-3-amd64
I see the 3.2 kernel does NOT have speakup_decpc built (all other speakup
modules are included in Debian's default kernels).  The 3.16 kernel does
not list a speakup_decpc driver.

The only page I found that mentions modprobe'ing Artic Transport modules is:
