The reason is that no one has written support for IAccessible2 into the Windows GTK compilers. So, a GTK application on Linux, such as Linphone, becomes inaccessible when compiled for Windows. As there are now so many GTK apps that could be accessible on Windows, adding IAccessible2 support for a open source compiler like MinGW would be a worthy contribution to accessibility. Please note that IAccessible2, originally developed by IBM, is now an open specification of the Linux Foundation, and is actively maintained by Mozilla. It's very much up to date with the latest developments in ARIA, for example.
