Ok, there are several things you need to know here, two exactly.  

First of all, you need libdvdnav and libdvdcss2.  These should be available from the debian and deb-multimedia repositories or from the repos of 
whateverdistro you use.  

Second of all, that command is wrong.  It's 

cvlc dvd://1 /dev/sr0

or whatever the path to your dvd device is.  

The commercial dvd will only work with libdvdcss2 and that is the one that is available from deb-multimedia and/or ubuntu, whichever distro you use.
