I don't use Fedora due to their lack of interest in accessibility. I am not sure, but I don't know if the speakupmodified.org Fedora distro is still current. I mention it because it might have better Emacspeak support. With all of that said, I know that the distros I've used have the main Emacspeak package and ESpeak which you said are both installed. However, Emacspeak requires what upstream calls speech servers to work with synthesizers other than the DECtalk and a few others. I would look for other Emacspeak packages which call themselves speech servers. I don't know of any names offhand, but I'm pretty sure I've seen one for ESpeak. Installing it should hopefully make it the default. Otherwise, there is probably something you can edit by hand. Maybe search for: "emacspeak-ss-espeak" or similar. You can also look at the upstream site and see if you can find documentation.
