Yes, ProFTPD does support SSL/TLS:

Just to clarify, I use ProFTPD because I find it pretty easy to configure and intuitive -- maybe due to my many years working with Apache HTTP Server.  I use VSFTPD on less resourceful boxes, which are also less featureful, due to its small runtime footprint.
