If you don't mind converting your input file to MP3 or ogg format before
cutting it, the mp3splt program might be of some help to you.
Although I could not try it out, its description, provided by the
`apt-cache show mp3splt` command looked very promising. In particular,
it seems it is able to detect silences, and moreover the splitting occurs
without recoding.
Moreover it's able to split either .mp3 or .ogg files.
As you might have understood already, this tool is packaged for Debian,
at least in its unstable flavour.
