http://emacspeak.sf.net will get you to the emacspeak page.  Another 
alternative is jupiter and it is located at http://www.eklhad.net/jupiter. 
That's a command line interface not a console interface and requires a 
hardware speech synthesizer.  The support list for jupiter and edbrowse 
which now does some java is commandline@xxxxxxxxxxxxxxxx
