Biff is rather more complicated than that, the biff command with either y or n just sets and unsets the user execute bit on the current tty. The comsat daemon listens to udp port 512 waiting for packets sent by your MTA be it postfix, exim, or sendmail. When it receives one of these it checks the permissions of the tty and if it is executable it puts a ^g and the first part of the message out to standard error.. Solutions with procmail are likely to work much better than hacking around with biff and comsat, but if you are really interested in getting it changed I have modified a version for myself that just displays the new mail message, and the from and subject.
