I'm not at all sure I understand the problem. If you're wondering how to 
get Windows to reboot without touching the computer's keyboard, it's a 
Windows question.

If, however, it's a question of how to get Linux or Windows to come up 
once the reboot starts, you might turn the computer on its head, so to 
speak. What I do is have Linux be the default system. Once it boots I use:

lilo -R DOS
reboot

This gives a one-time reboot into Windows. Since you're talking about a 
production machine you probably don't reboot terribly often, so the 
extra minute or two of unwanted Linux booting might not be too expensive.
