What people do with their own key for themselves is their own business.  
Copying a key disk, even if it wasn't meant for that, isn't illegal in
itself.  It's what you do with it that is illegal, like giving away copies
to others who didn't pay for a license, etc.

On Linux it's never been an issue so far since all tools are free.  And 
And BTW this list is supposed to be dedicated to blindness with Linux...
