Yes, there is. In fact there is a copy of Eloquence for Linux. First
though the synthes true name is Via Voice Outloud.
If you get the IBM Via Voice speech recognition software Via Voicefor
Linux, which is also known as Eloquence, you get the synth for Linux. 
Then, you can use it with Emacspeak 12.
