Flutter image build failure fix

Just a heads up, Marius noticed that the Flutter image builds now fail,
see:

The root cause of this Google bumping the "stable" release channel of the
Flutter SDK, and meta-flutter still floating those components by default.
I have uploaded changes for master:

https://gerrit.automotivelinux.org/gerrit/c/AGL/meta-agl-devel/+/27960

and needlefish:

https://gerrit.automotivelinux.org/gerrit/c/AGL/meta-agl-devel/+/27919

to set the FLUTTER_SDK_TAG variable to the last 3.0.x release on the
"stable" branch to get things working again.  That will need to be updated
on future meta-flutter updates as required unless the default float
behavior changes upstream.
