I downloaded the latest Windows Insider build with WSL2 and built the standard demo image for Rpi3.  Below are the results.

Machine:
Core i9-9900k (8 core, 16 thread), 16GB RAM, M2-PCIE SSD. Internet = 150mbps downstream.

Build: Machine = Rpi3, latest AGL source.
Build Options:  BB_NUMBER_THREADS 16.  Using defaults, only 8 tasks were scheduled in parallel despite more hardware being available.
Build Time: ~1 hour 45 min.
RAM Usage: ~12.5GB at peak.
Disk IO: Varies. Peak 400MB/sec, average 10-35MB/sec.

Note(s):  
1. QT had very poor parallelization.  Only a few jobs at a time and nothing else was building during this time.
2. May retry with some different build options depending on community feedback.

Question(s):
1. Is there a benefit to also specifying the PARALLEL_MAKE ?
2. Is it possible to get a timestamp when the build finishes (to reduce the need to monitor it).

Summary:
Overall, this is a big improvement from WSL v1 which was unable to build successfully when last tried.  However, builds are still a lot slower than native builds but acceptable for non-primary role background work.
