  The real question is does the kernel not see the device at all.  I see
this in 2.4.19 on some of the newer PDC chipset.  (The intel cw2 aka
clearwater for example) The ac kernel recognizes the newer chipsets and
attempts to use them.

  Or does the ide driver see the chipset, but not see the drives. In
which case it's just the pdc force option.
