different ss7_calling_nai for CICs on same E1

I have changed to:

; local interconnect

cicbeginswith = 2
sigchan = 1
channel = 2-16

;international interconnect
group = 2
ss7_calling_nai=international
cicbeginswith = 17
channel = 17-31

Still getting "Network Indicator: 3"
