take a look at ss7linktest program inside libss7 (it is not installed to
/bin or /sbin on make install )

in your case it should be:

./ss7linktest 140 itu 1234 5678

if you get something like "Could not open device 140: Invalid argument"
the channel is missing at your end (which i think is the problem). If it
connects, but there is no communication (stops at "Link state change: IDLE
-> NOTALIGNED") it is at provider's end or cabling

if it is missing at your end - run again dahdi_cfg without -t option or
even try to restart the machine
