always see callingpres in * even when CLIR comes from ss7 party

Tried many asterisk versions and configurations (also allowed,
allowed_not_screened) etc, still have:

exten => _X.,1,Set(CALLERID(number)=${CALLERID(number)})
exten => _X.,2,Set(CALLINGPRES=3)
exten => _X.,3,Noop(${CALLINGPRES}--${CALLERID(all)})


    -- Executing Set("Zap/310-1", "CALLINGPRES=3") in new stack
    -- Executing NoOp("Zap/310-1", "35--"" <699xxxxxxx>") in new stack
    -- Executing  Dial("Zap/310-1", "Zap/g1/1234") in new stack

So i set the callingpres to allowed, but it's transmited as prohibited.
