libss7 documentation

The only documentation at this time is the source code of the stack 
itself and the README file with it.  The divisions in protocol are 
pretty well self documented, i.e. mtp2.c mtp3.c isup.c .... the rest is 
an exercise in reading and understanding source code.  :-)
