No, Asterisk MGCP does device control, but cannot be the one controlled
via mgcp. There also is not any way to make asterisk control an MGCP
server using SS7 as the signalling protocol since chan_zap and
chan_mgcp have no way of mapping the CICs to MGCP bearers.
