how to play voice prompt without charging for thesubscriber

Use Playback(<filename>|noanswer) to not make channel answered before playback.

  I' m having a big problem...
  The matter is.  if all our services are down then i need to play a voice prompt (5 sec prompt) which should not be charged for the subscriber.. is there any solution for this?????
  please tell give me a solution as soon as possible..
  i have tried with out Answer option in extensions.. still its showing as ANSWERED in CDR.
  wht will i do... do anyone have the solution for this?? 

  There is one file namely pbx.c.. is it possible to play any prompt in this file??????
